PO man arrested for sleeping with sister, stepsister

A 19-year-old Port Orchard man suspected of having sex with both his sister and stepsister pleaded not guilty to two counts of child rape in Kitsap County Superior Court Thursday.

Anthony Scott Prows was charged with one count of first-degree child rape for allegedly having sex with his stepsister, who was 10 years old when the incidents began.

According to court documents, the defendant had her perform sex acts on him or performed sex acts on her numerous times over a 13-month period beginning in July of 2000. The incidents started after Prows moved from Utah to Port Orchard, where the victim lived with his father and her mother.

Prows was also charged with one count of child rape in the second degree for allegedly performing similar sex acts with his sister, beginning when she was 12.

Those incidents occurred over a 17-month period beginning in May of 2000 when his sister stayed at his Port Orchard residence during visits from Utah, where she lives.

Both counts carry an added allegation of domestic violence because the victims were family members, and each carries a maximum penalty of life in prison.

The charges came to light in August, when Prows’ sister reported to Child Protective Services in Utah that her brother had engaged in sex acts with her numerous times not only in Port Orchard but while he was still living in Utah.

She also claimed that Prows had sex with his stepsister.

Soon after the Kitsap County Sheriff’s Office was notified of the allegations, they interviewed Prows’ stepsister, who verified that the defendant had sex with her and his sister, sometimes at the same time.

She went on to say that while he lived in Port Orchard, the defendant performed a sex act with her about three times a week and it “just became a normal thing.”

Earlier this month, Prows was questioned by a sheriff’s detective. At first the defendant denied having sex with the girls, but later admitted he and his sister had sex together regularly, and on at least one occasion they had sex in front of his stepsister.

The defendant also admitted he had sex with his stepsister numerous times, and claimed they last had sexual contact in November of 2002.

Prows was arrested shortly before 2 a.m. on Thursday, Nov. 20, and booked into Kitsap County Jail under $150,000 bail.

At his arraignment that afternoon, Kitsap Superior Court Judge Jay Roof lowered Prows’ bail to $50,000 despite urging by Deputy Prosecutor Bob Naon to leave his bail at the original amount.

“As far as I’m concerned, the defendant is an untreated sex offender that poses a danger to the community as well as the victims in this case,” Naon said, adding that Prows faces a minimum prison sentence of 10 years.

Prows’ omnibus hearing is set for Jan. 20.
