Water project gets state funding

The Washington state Senate on Wednesday approved funding for a domestic water project in Manchester, making it part of the list of projects qualifying for low-interest and interest-free loans from the state’s Public Works Trust Fund.

The Manchester Water District domestic water project was one of 64 approved this year.

The project includes:

n putting new flow meters at each of the district’s 11 wellheads and various pump stations;

n new distribution and transmission piping and upgrades to the Mile Hill Drive area, Yukon Harbor Drive and Southworth Drive;

n getting two interties installed in the South Street and Garfield Road area; and,

n constructing two pressure-reducing stations in the Beach Drive and Harper Hill areas.

According to Alan Fletcher, general manager of the Manchester Water District, “interties” refers to the joining of two pipes together.

“What we have are some older, dead-end lines that we’re going to connect with the system,” Fletcher said, “closing the loop and improving both the hydraulics of the system and water quality.”

Washington state will loan the water district $970,870 for the project, which the district will pay back over 20 years at .5 percent interest.

According to Fletcher, the water district will put up a 15 percent match to go with the loan, making the estimated cost of the entire project $1.25 million.

“This is something we’ve been working for the last couple of years,” Fletcher said. “To qualify for the low-interest loan — it’s a very competitive process. We feel pretty honored.”

Fletcher said he expects all the tasks included in the project will be completed within the next three years.

“Not all projects submitted are funded,” said Sen. Bob Oke (R-Port Orchard). “The Public Works Trust Fund Board reviews the projects and sends its recommendations to the Legislature. I’m always pleased when I check the list and find that project requests from the 26th District have been approved.”

The Public Works Trust Fund was created by the Legislature in 1985 to help local governmental entities pay for improvement projects.
