Utility Local Improvement District for sewer extensions in Manchester meeting set for May 7





MANCHESTER — A presentation on the proposed process of forming a Utility Local Improvement District (ULID) will be given at a public meeting 6:30 to 8 p.m. Tuesday, May 7, at the Manchester Library, 8067 East Main St.

Stella Vakarcs, senior program manager with Kitsap County Public Works Sewer Utility Division, is the featured speaker.

A ULID is a mechanism to finance sewer extensions by assessing property owners the cost to pay for the design and construction of the sewer. The Board of County Commissioners and the Sewer Utility Division have been working to develop an ordinance to clarify the formation by petition process.

The event is sponsored by the Manchester Citizens Advisory Council, the Manchester Community Association and Kitsap Regional Library on behalf of the citizens that have expressed an interest to extend sewers within the Manchester area.

The ULID process will tie-in with future updates on the development of the Manchester Sewer Facility Plan.
