Level 3 sex offender, former A&W manager moves to new South Kitsap location

A South Kitsap man who was convicted of sexually assaulting teenage employees at the A&W Restaurant where he used to work is moving to a new neighborhood, according to a report issued by the Kitsap County Sheriff’s Office.
James Donald Border, Jr., 31, has registered to live in the 2700 block of Sedgwick Road after previously registering to live in his prior residence in Manchester upon his release in 2004.
A community notification meeting is scheduled for tonight at 7 p.m. at nearby Hidden Creek Elementary School, as Border is a Level III sex offender.
Border was charged and later pleaded guilty to two counts of sexual misconduct with a minor, first-degree, in 2003.
At the time of the offenses Border was the manager of the A&W Restaurant on Mile Hill Drive.
He was arrested after the father of one of the victims told police that his 16-year-old daughter was coerced into having sex with Border, her supervisor at the time. Not only had the teen told him that Border assaulted her, but four other co-workers as well, the man reported.
Before the allegations came to light, Border had left the restaurant to work at the Puget Sound Naval Shipyard. When confronted by police, he reportedly told them he was surprised by the accusations and thought the sex had been consensual.
According to Sheriff’s Office spokesman Deputy Scott Wilson, Border continued to deny his culpability in the offenses and did not participate in any sex offender treatment while in prison. He is considered likely to re-offend.
Border was released from prison on March 31, 2004, and resided in the 8000 block of East Caraway Road in the Manchester area.
He is described as 6-4, 215-pounds, with brown hair and hazel eyes.
Another community meeting was held earlier this month for Christopher Wayne Groves, 29, a Level III sex offender who has applied to live in East Bremerton.
According to court documents, in 1997, Groves was convicted of child molestation, third degree. Then in 2000, he violated his probation restrictions by having contact with underage females and he was again incarcerated.
In 2001, he was convicted of carrying a firearm and residential burglary. Wilson said he also has prior convictions for theft, assault, possession of stolen property, vehicle theft, criminal trespass and disorderly conduct.
He has registered to live in the 2800 block of Aegean Court NE, East Bremerton, and is described as 6-1, 215 pounds, with brown hair and hazel eyes.
