What happens to state economy if Boeing's Air Force tanker contract falls through?

RE: “State’s lead economist cautiously optimistic,” May 21:
In this article, Arun Raha, state economist, claims that things are looking better for the state of Washington.
One of the things he cites is that Boeing has the Air Force’s tanker contract.
That seems rather optimistic since the contract isn’t scheduled to be awarded until August.
I wonder if he will still be so cheerful if Boeing fails to win the contract.
